ISO’s to Participate in Clean Power Plan Implementation

The ISO/RTO Council has stated its intent to become involved in the planning process for the EPA Clean Power Plan and filed a FERC docket to collect information on the plan, reports Utility Markets Today. The Council expressed concern that the heavier reliance on natural gas and renewables called for by the plan could stress the grid and affect reliability. The ISO suggested that electric transmission be given the same flexible treatment as gas pipelines.

The council also requested that the EPA adopt a reliability “safety valve” to address grid impacts, similar to the one that EPA accepted when implementing the Mercury & Air Toxics Standard. The full text of the safety valve proposal can be found here.
