The EPA issued a new rule making it easier for facilities to expand their operations without applying for new pollution permits under the Clean Air Act, the Washington Post reports.
It didn't make sense to count emissions from individual projects collectively if they didn't have a major economic and technical relationship, explained EPA official Robert J. Meyer.
Last December, out-going EPA Administrator Stephen Johnson issued a memorandum setting an agency-wide policy that prohibits controls on CO2 emissions from being included in air permits, coal-fired power plants, and other facilities.
