Most people consider Congress to be hopelessly deadlocked. However, things do get done. At the end of last year, according Elizabeth Noll, a huge spending agreement was reached -- and it contained a surprising amount of good news for environmental advocates.

Noll, the Legislative Director for Energy and Transportation Programs for the Natural Resources Defense Council, told Energy Manager Today Editor Carl Weinschenk that provisions in the law could create a sense of support and long-term stability for the wind and solar sectors.
