United Living Group, a provider of infrastructure, affordable housing, property services, and telecoms, recently announced that AFECO, part of United Living Infrastructure Services (ULIS), has been selected as a partner in United Utilities’ AMP8 framework. The $625 million minor works framework will enhance water and wastewater infrastructure across Northwest England and includes 30 partner organizations.
Acquired by United Living in April 2024, AFECO specializes in engineering services for the water, marine, and energy sectors. As one of 10 mechanical and electrical partners selected, AFECO will collaborate with 20 civil engineering experts to support United Utilities’ largest water infrastructure upgrade in more than 100 years.
Under the framework, AFECO will provide essential mechanical and electrical services for key initiatives, including the Water, Wastewater, and Better Rivers programs. Projects will focus on:

The AMP8 framework covers projects planned for April 2025 through March 2030, pending approval from the UK’s water regulator, Ofwat. The investment addresses environmental challenges and ensures reliable water infrastructure for future generations.

Northwest England is seeing a wave of significant investments to improve water quality, reduce environmental impacts, and ensure reliable service for communities. Leading these efforts is United Utilities, spearheading a series of large-scale projects to modernize critical infrastructure.
In October 2023, United Utilities announced a historic $17 billion investment plan, the largest in over a century, to upgrade water and wastewater systems across the region. The initiative includes a commitment to reduce storm overflow spills by over 60% by 2030, improve over 560 miles of aging water mains to reduce leaks and service interruptions, and enhance water quality for millions of residents. Beyond environmental and service improvements, this investment is projected to create 30,000 jobs, including 7,000 new positions, significantly boosting the regional economy.
Furthering these efforts, the AMP8 framework, covering 2025 to 2030, represents an additional $3.75 billion commitment to water infrastructure improvements. Seven companies have been selected to deliver essential upgrades across water and wastewater treatment facilities, pumping stations, and reservoirs, ensuring the region’s water systems are equipped to meet future demands.
United Utilities partnered with 18 firms for environmental water programs announced in June 2024. Valued at approximately $3.4 billion, these programs target reducing storm overflow activations and include upgrades to water and wastewater treatment plants throughout the region. Collectively, these projects reinforce a commitment to protecting natural resources and delivering lasting benefits for both the environment and local communities.
