Governor Shapiro recently highlighted community energy solutions at Penn England Farms in Blair County, showcasing how farm waste is transformed into clean, cost-saving electricity—a model the Community Energy Act seeks to expand statewide.
The EDGE Tax Credit overhaul is expected to unlock billions in clean energy investment, with experts emphasizing its potential to attract businesses and modernize Pennsylvania’s energy infrastructure.
According to Duane Morris Government Strategies, the plan’s tax incentives will encourage,
“more flexible and effective investments in energy infrastructure, including hydrogen and sustainable aviation fuel production.”
Meanwhile, the RESET Board (HB 502 / SB 502)—another component of the Lightning Plan—aims to streamline permitting processes, reducing bureaucratic delays that have historically slowed energy projects.
Shapiro’s broader Plan still has additional components awaiting review. The Senate’s response will be pivotal in shaping Pennsylvania’s long-term clean energy trajectory. Experts predict bipartisan collaboration will continue, given the broad industry, labor, and environmental support backing these initiatives.
